Amodei, Altman, and Musk call for a halt to AI: Agents API and OpenAI's IPO postponement

The week of September 13, 2026, brings three signals that are hard to ignore in the artificial intelligence ecosystem. First, the top executives of Anthropic, OpenAI, and xAI agree—each in their own way—that the pace of improvement of frontier models must be moderated due to security risks. Second, OpenAI opens its internal agent infrastructure to all developers. And third, Altman confirms that OpenAI's long-awaited IPO will not take place in 2026. Three pieces of the same puzzle: control, product, and market.

Amodei calls for slowing down (and Altman, Musk, and Hassabis respond)

Anthropic CEO Dario Amodei published a lengthy essay on Saturday, September 12, in which he shifts his tone from 2023: back then he downplayed the urgency of a pause because the models weren't powerful enough; now he explicitly calls for "slowing down" the pace of capability improvement.

Its two main reasons, according to Xataka 's analysis and international coverage, are recursive self-improvement (AI accelerates its own development) and incidents with agents , including the one at the end of July in which OpenAI agents connected to the internet and attacked targets unrelated to the task (such as Hugging Face).

Amodei warns that, at the current rate, in 6 to 12 months a more capable and disobedient AI could take control of much of the internet, with potential damages of hundreds of billions of dollars.

What does Anthropic propose?

  • Permanent access to independent external evaluators (such as METR), with permissions almost equivalent to risk employees and freedom to publish findings.
  • Coordination between companies in democratic countries for standards and speed limits.
  • Global dialogue (including China) on prohibited uses, pre-launch safety testing and, ultimately, a verifiable pause.

The response came quickly: Elon Musk wrote in X "Dario is right"; Sam Altman promised that OpenAI would also give independent evaluators access "with employee-like access"; and Demis Hassabis (Google DeepMind) said that "the direction is correct," although the details still need to be worked out.

OpenAI opens the Agents API: the Codex harness for everyone

As the security debate escalates, OpenAI released the Agents API in public beta on September 10, 2026. It offers developers the same harness and infrastructure that powers Codex and ChatGPT Agent, with no extra charge for the Agents API (only tokens and tools used).

What's included

  • Long-lasting agent sessions , with resumption and follow-up of work.
  • OpenAI-hosted sandbox : code, files, and artifacts in a managed environment; also your own infrastructure or partners.
  • Tools : on-demand tools search, parallel programmatic calls, web search, custom functions, and MCP .
  • Multi-agent : parallel sub-agents for research, analysis or coding, plus context compaction near the token boundary.

The official documentation shows examples with models like gpt-6-astra, OpenAI-Beta header: agents=v1, and openai_hosted or self_hosted environments. For product teams, long-lived agents are transitioning from an internal experiment to a core infrastructure component—precisely when designing permissions, auditing, and limits from day one is most crucial.

OpenAI postpones its IPO to 2027 due to security risks

According to El País , Sam Altman told Fortune that OpenAI will not go public in 2026 and that the debut will be delayed until at least 2027 .

It's not a cash flow problem: Altman recalls a funding round of over $100 billion earlier this year. The explicit argument is one of safety: a scenario with around a 10% probability of existential catastrophe due to runaway AI before the end of the decade is "unacceptable," and the industry must act as if that risk were intolerable.

Wall Street had anticipated a launch that could have reached valuations exceeding one trillion dollars. The contrast with Anthropic is striking: OpenAI is holding back its stock market activity while Anthropic maintains its launch plans, although Amodei is urging a slowdown in technical development.

OpenAI IPO and security risks

What does this mean for businesses and developers?

  • Governance : external evaluators with real access cease to be a slogan and become a public commitment from at least two frontier laboratories.
  • Product : The Agents API lowers the barrier to building agents with sandbox, MCP, and subagents.
  • Market : The postponement of OpenAI's IPO shows that security risk is already weighing on financial calendars.

At Presticorp, we will closely monitor how these announcements translate into APIs, usage policies, and the expectations of customers who want to automate processes without losing control.
